JAWRIC procures survey, design, construction, inspection and research services through competitive tendering. This page sets out the status of current notices, the requirements for participation, our annual procurement plan, and the information we publish about each contract.
Notices are issued in principle by publication on this website. The interval between the notice date and the tender date is set according to the size of the contract, and is generally at least 20 days. Where a notice is amended or a tender is cancelled, the change is announced on this page.
Status of current notices
Any new notice will be announced on this page and on the news page (Japanese).
Eligibility to participate
Our procurement rules set out the following requirements, and a firm must satisfy all of them in order to take part in a JAWRIC competitive tender. Where a contract carries additional requirements, these are stated in the notice and the tender documentation.
- The firm is registered on the JAWRIC list of qualified tenderers for the relevant category of works or services.
- The firm holds the licence, registration or qualification required for the type of work, as prescribed by the Construction Business Act or the relevant professional regulations.
- The firm meets the requirements for business scale, number of technical staff and comparable experience set out for the individual contract.
- The firm is not disqualified under Article 167-4 of the Local Autonomy Act Enforcement Order.
- The firm is not subject to a suspension of nomination or equivalent sanction imposed by JAWRIC, a national body or a local authority.
- The firm is not subject to exclusion measures under the Act on Prevention of Unjust Acts by Organised Crime Groups.
- The firm has no outstanding consumption tax, local consumption tax or corporate tax liabilities.
Registration on the list of qualified tenderers must be renewed each year during the annual application window. The rules provide that the window for operating the list runs from February to March each year. Registration is valid from 1 April to 31 March of the following year.

Tender documents must be submitted by the date, time and place stated in the notice. Where submission by post or in person is required, documents received after the deadline will not be accepted. For contracts tendered electronically, firms must complete user registration and obtain an electronic certificate in advance.
Incomplete entries on the tender form, a missing corporate seal, or an incomplete power of attorney will render a tender invalid. Please check all documents carefully before submission.
JAWRIC does not admit to its tenders any member of an organised crime group, or any person closely associated with such a group. Where it becomes apparent that a contracting party falls into this category, the contract may be terminated.
Information published
To maintain transparency in procurement, JAWRIC publishes the following information. Tender results are published promptly after contract award, showing the successful tenderer, the contract price, the number of tenders received and the estimated price.
- Tender results — for each contract, the successful tenderer, contract price, number of tenders and estimated price.
- Single-source contracts — the counterparty, the amount and the reason for using a non-competitive procedure.
- Contract amendments — changes to contract price or delivery period, together with the reason.
- Failed and re-tendered contracts — notification that a tender was unsuccessful, and how it will be handled.
- Suspensions — where a firm is suspended from tendering, the firm, the period and a summary of the reason.
- Procurement forecast — an outline of planned contracts at the start of the financial year and at the mid-year point.
Where published information proves to have been incorrect, it is corrected promptly and the correction is clearly identified. Previous tender results are also available on the Japanese news page.
