Japan-wide Agricultural & Rural Infrastructure Corporation JAWRIC
JAWRIC

Connecting Japan's farms and forests, road by road.

JAWRIC plans, builds and maintains Japan's wide-area agricultural and forest roads, and researches the technologies that keep them working.

The Japan-wide Agricultural & Rural Infrastructure Corporation (JAWRIC) plans, builds and maintains the agricultural and forest roads on which Japan's farming and forestry depend. Since our establishment on 1 April 1998, we have worked alongside national, prefectural and municipal authorities to develop the wide-area road networks that single municipalities cannot deliver on their own.

An agricultural or forest road carries more than crops and timber. It carries students to school, patients to hospital, and relief supplies into a valley after a landslide. We treat these roads as essential social infrastructure for rural communities, and we handle the full lifecycle of the work: survey and planning, design, construction supervision, long-term maintenance, and the technical standards that hold it all together.

This page introduces what we do, how we are organised, and where to find our published data and procurement information. Detailed pages are available in Japanese.

What we do

Our work covers three connected fields. Together they keep rural road networks usable, affordable and safe.

Building wide-area road networks

We survey, plan and supervise the construction of agricultural and forest roads that link municipalities, farmland and working forests into one continuous network.

Maintenance and longevity

Inspection, diagnosis and planned repair extend the service life of existing structures, so that limited budgets reach as many roads as possible.

Disaster preparedness and recovery

We help regions plan alternate routes before a disaster strikes, and support rapid reinstatement of damaged roads when one does.

Our role

Rural road networks face a difficult combination of pressures: ageing infrastructure built during the post-war decades, a shrinking workforce, and increasingly frequent heavy rainfall and earthquakes. JAWRIC exists to answer those pressures from a position above the municipal boundary.

Planning that crosses boundaries

A road that matters to three villages may matter to none of them individually when budgets are set. We bring municipalities together, assess the network as a whole, and help them agree on priorities that make sense beyond a single administrative area.

Technical standards that raise the floor

When a small municipality has one or two engineers, standards matter. We publish design, inspection and repair guidance that reflects current research, and we update it as the evidence changes. Our technical enquiry desk answers questions from municipal staff directly.

Preparation that shortens recovery

Recovery speed is largely decided before the event. We support route-redundancy planning, pre-agreed reinstatement procedures and training, so that communities are not starting from zero on the day a road is lost.
